Library System Improvements
Description-Phase 1:
1) Renovate and expand existing Jackson Park Branch Library
2) Renovate and expand the existing Gainsboro Branch Library
3) Identify a location for a new “super” branch library, develop the conceptual plans for that facility, and purchase the land required for the new branch.
4) Identify a location for a new “storefront” type facility, renovate that facility, and relocate an existing branch into the new storefront facility.
5) Develop the design for a free-standing electronic “kiosk” unit that would incorporate a computer console, printer, and telephone, along with a book return and book locker and locate one unit in a retail shopping facility and second unit in the Garden City Community.
Cost Estimate: Total cost for Phase I is $15.4 million. To begin the first phase of improvements to the library system, City Council authorized the transfer of the following funds to the Library Facilities Project:
1) Jackson Park Library -$1, 296, 000
2) Gainsboro Library-$1, 080, 400
3) New full services branch library-$1, 036, 300 (prelim. work)
4) Storefront branch library-$1, 634, 000
5) Electronic kiosk for Garden City-$49, 900
Funding: Council appropriated $5.59 million to the Library Facilities Project on April 17, 2006. A five-year capital improvement plan adopted in July 2009 includes $10.4 million for the library master plan in FY2012 and $2.8 million in FY 2013.
Announced: The City of Roanoke began a comprehensive study of its library system on October 4, 2004. The study was completed in August 2005 and adopted by the Roanoke Council in December 2005. The City of Roanoke is currently attempting to acquire land near the intersection of Peters Creek Road and Cove for the ‘Super Branch’ library. The library would be as large as 28, 000 to 30, 000 sq. feet.
