Mayor Bowers Delivers State of the City Address at the
Roanoke City Market Building

On August 25th, the Roanoke Regional Chamber of Commerce
hosted the annual State of the City Address in Charter Hall
in the newly renovated Roanoke City Market Building. Speaking
before a capacity crowd, Mayor David Bowers reflected on how
the renovation of the Market Building and a number of other
prominent development projects throughout the City have
collectively led to the "Revival of Roanoke." The Mayor also
lauded Roanoke City Schools Superintendent Rita Bishop and
members of the Roanoke City School Board for achieving full
academic accreditation for the first time. In his concluding remarks,
the Mayor asked residents to support Smart Beginnings, a pre-K
education initiative, and "Oh...See...RED (Roanokers Exercise and Diet),"

A reopening celebration for the Roanoke City Market Building has been
scheduled for Saturday, September 3rd, with the ribbon cutting at 10:30AM.

Election Update
Bell to Challenge Smith in 19th Senate District
Former state Senator Brandon Bell has filed to run as Independent against incumbent Republican Senator Ralph Smith  in the 19th Senate District. Bell was defeated by Smith in a 2007 Republican primary in the 22nd Senate District, a seat that was moved to central Virginia during this year's redistricting process. Smith moved into the 19th Senate district to avoid a primary fight with Senator Steve Newman in the newly configured 23rd district which was stretched from Lynchburg through Smith's former territory in Botetourt County, to the West Virginia border. In a bid to win control of the Virginia State Senate, Republicans encouraged incumbent Republican Senator Bill Stanley (R) to move from the 19th Senate District into the 20th District to challenge long-time Democratic Senator Roscoe Reynolds.
Cathcart to Face Chris Head in 17th House District
On August 23rd, the last day to file for the fall election cycle, Democrat Freeda Cathcart jumped into the contest to replace retiring Delegate Bill Cleaveland in the 17th House District. Cathcart will challenge Republican Chris Head. Cathcart is the current president of the Grandin Court Civic League. For more information, click here.
Putney Draws Republican Opponent
The nation's longest serving state legislator, Lacey E. Putney(I-Bedford), will face a Republican challenger in his quest to secure a 26th term in the Virginia House of Delegates. Last week, Jerry Johnson earned just enough support to earn the Republican nomination in the 19th House District. As part of his strict constructionist platform, Johnson will campaign on repealing the 17th Amendment which established the direction election of U.S. Senators by popular vote. Unemployment Taxes to Increase
Employers in Virginia will pay higher unemployment taxes in 2012 to replenish the state's unemployment trust fund. According to a forecast presented to the state Commission on Unemployment Compensation a few weeks ago, average unemployment taxes will increase to $229 per employee next year before gradually receding as the unemployment trust fund is refilled. Virginia has borrowed $569 million from the federal government to pay unemployment claims since October 2009 but has repaid $358 million. The state will borrow an additional $251 million between September 2011 and April 2013 and will make its first interest payment of $12 million next month. More information can be found here.

Virginia Receives Another Accolade for Business Climate
The Commonwealth of Virginia received yet another trophy to add to its collection of awards for being the most pro-business state in the country. The Pollina Corporate Real Estate Study found that Virginia "is the unquestionable star on the American flag when it comes to being pro-business." The study evaluates and ranks states based on 32 factors including
taxes, human resources, right-to-work legislation, energy costs, infrastructure spending, workers compensation laws, economic incentive programs and state economic development efforts." For a listing of the Pollina rankings, click here.

Local Government Briefing

County of Roanoke

After two years of sometimes acrimonious debate, the Roanoke County Board of Supervisors announced last week that they will likely vote on the proposed Large Wind and/or Utility Wind Energy System ordinance at their September 13th meeting. More than 65 speakers testified during a recent public hearing, including the Chamber's VP of Public Policy, Tori Williams. The ordinance will provide guidelines on the development of wind energy, including restrictions on turbine noise and setback requirements.

Position: The Chamber supports a large scale and/or utility wind energy ordinance that is consistent with similar ordinances in jurisdictions throughout Virginia and neighboring states. The County should avoid overly restrictive ordinance language that might inhibit its ability to recruit alternative energy providers.

 

City of Roanoke  
The Roanoke City Council formally adopted an Arts and Culture Plan into the City's Comprehensive Plan. Developed by the Arts Commission, the plan outlines a number of strategies to strengthen arts and culture institutions by improving collaboration and promoting greater alignment with the City's economic development goals. Botetourt County

The race for the Valley District for the Botetourt County Board of Supervisors took an interesting twist on Monday as incumbent Don Assaid, running as an Independent after losing the Republican nomination to Donald "Mac" Scothorn, was disqualified because of questions over his filing petition. One of Assaid's petitioners no longer resided in the Valley District forcing the electoral board to invalidate 74 signatures. Assaid fell short of the 125 signatures needs to be certified as a candidate. Another independent candidate, Helen Tippie, also failed to submit enough valid signatures. Unless Assaid can find a legal remedy, Scothorn will waltz to the November election unopposed. See more here.
 

 

Quality of Life Projects Briefing

 

One of the Chamber's priorities is to monitor the development of quality of life projects in our region.  Enhancing our region's considerable amenities is vital to attracting and retaining young workers, fresh capital, and innovative thinking. Below is a list of recent developments:

 

Evans Spring - Valley View Interchange
Representatives from the City of Roanoke's Planning, Building, and Development Department have held two public meetings to collect feedback from City residents on the future of approximately 150 acres of vacant land adjacent to Interstate 581 across from Valley View Mall.

Interstate access to these undeveloped tracts will likely become a reality after the completion of a $71 million expansion of the Valley View Boulevard Interchange in 2015. The land, currently owned by several developers, is surrounded by three different neighborhoods whose residents expressed concern about the impact of traffic and the use of eminent domain to acquire property. Moving forward, the City will likely conduct a series of smaller focus group meetings as the continue to formulate a neighborhood plan for the area.
